By: Mohammed Taher - SANA'A - The governmental committee in charge of setting up and studying a law for tenders and auctions is about to make the final touches to the draft law before it is submitted to the Parliament, said Dr. Rashad Al-Rassas, Minister of the State for Parliament and Shura Council Affairs.
In a statement to almotamar.net, Al-Rassas expected the committee to finalize the draft law during the month of Ramadan and then submit it to the Cabinet for review and necessary amendments so that it is ready to be discussed at the Parliament's first session after Eid Al-Fitr holiday. The committee is chaired by Minister of Local Government Sadeq Ameen Abu Ras.
"The draft law contains measures that fall in line with the national comprehensive reform plans meant to address all economic, financial and administrative disorders and boost the anti-corruption mechanism," Al-Rassas added.
The government is set to finalize the draft law as per the directives of President Ali Abdullah Saleh which order quick submittal of the law to the Parliament. President Saleh's election platform included a promise to redraft the tender and auction law and enhance the autonomy of the Higher Commission for Tenders by forming an independent board of honest men to supervise and approve tender policies and ensure transparency of tender procedures.
Such measures are part of President Saleh's resolved approach to combat financial and administrative corruption by improving the anti-corruption mechanism and applying the financial liability law which has been recently approved by the Parliament as well as discussing the government-proposed anti-corruption law expected to be approved at the Parliament's coming round.
Such tendencies aim to materialize plans for uprooting corruption and completing the reform process to achieve Yemen's ambitious economic agenda in alleviating poverty and unemployment as well as hastening the development pace and attracting Arab and foreign investments.
