Almotamar.net - Yemen has affirmed the necessity of adopting the bicameral system of legislature, considering the adoption of this system as providing more stability and sobriety in the process of legislation and raising efficiency of the two chambers.
The Yemeni confirmation in this regard was voiced Thursday by head of the Yemeni delegation to the parliamentary symposium on bicameral legislature held in the Moroccan capital Rabat Mohammed Abdullah al-Jaaifi, member of the Yemeni Shoura Council.
Al-Jaaifi pointed out that the task of the two houses should not be dealt with in the framework of competition but rather in the respect for integration and cooperation, calling the attention that the two chambers system produces a kind of balance and stability.
The Yemeni official added the philosophy of bicameral provides building analytical system securing binary representation for citizens in the parliament composed of two houses and balance in practicing the legislative power as well as larger watching of governmental activity in addition to bigger success in the public service. He said the aim of bicameral system lies in dynamic firmness of the political system and preservation of the basic balance, adding that is in itself a legitimate end particularly at the stage of democratic transfer.
Al-Jaaifi also reviewed to the symposium the Yemeni experiment in this respect, giving prominence to the more important criteria that must be available when merging the two chambers with regard to form.
