Almotamar Net - The Assistant Secretary General of the General Peoples Congress (GPC) Sultan al-Barakani confirmed Wednesday that the committee entrusted with drafting the constitutional amendments would finish its work in the next days, saying "the draft will be ready in its final form after holidays of Eid al-Adha."

almotamar.net - The Assistant Secretary General of the General People's Congress (GPC) Sultan al-Barakani confirmed Wednesday that the committee entrusted with drafting the constitutional amendments would finish its work in the next days, saying "the draft will be ready in its final form after holidays of Eid al-Adha."

Al-Barakani added there is some ambiguity regarding the presidential system as it has come as a general proposal within the project. He said," The presidential system that will be adopted aims at effecting a full separation between the powers. The president of the republic will be head of the government while the legislative power will undertake the responsibility of legislations taking into consideration that the government, in case of adoption of the absolute presidential system, will have the pure executive task and will have no relationship with legislation."

In a lecture delivered at a meeting of leaderships of organisation work of the GPC in the capital Wednesday, al-Barakani said "The parliament and the shoura council would undertake the responsibility of legislations, particularly the parliament. Each member in the parliament will have the right to present draft laws proposals while the so-called the People's Council will undertake approval of agreements and pacts as well as deciding the differences issues that may arise between the parliament and the shoura council. "

He pointed out the necessity that the amendments include details on the process of the power transfer from the president of the republic to the new president, and that is not stipulated in the present constitution.

With respect to recommendation of candidates for the presidency al-Barakani mentioned that the draft would define in the amendments the nature and method of recommendation and its percentage, and whether to be by the parliament or by the local councils. He added the draft amendments will be submitted to the GPC bodies and specialists in principle in preparation for the GPC readiness to adopt any suggestions and remarks to be submitted especially regarding the amendments including proposals by parties of the Joint Meeting.

The Assistant Secretary General reviewed what concerns the subject of the local rule saying "The local rule has become the ideal style for offering services to the citizens in most countries of the world and Yemen is not an exception," but he stressed that the subject of the local rule would be related to financial and administrative decentralization and as for the political decentralization he said it s absolutely unthinkable because Yemen is a united country and has a central authority that would undertake managing all that is related to the state.

Despite that al-Barakani has asserted the subject of allocating 15% of the parliament seats to the women as included in the draft amendments as a matter decided by the GPC he indicated that so far the options submitted for the application of this article have not been discussed in accordance of many proposals.
