Almotamar.net - Yemen’s Minister of Local Administration Abdulqader Hillal commented Monday on statements of the Secretary General of the Yemeni Congregation for Rearm (Islah) in Yemen Abdulwahab al-Anisi in which he claimed that amendments of the local authority law were violating the constitution by saying , “ The 4th article of the constitution stipulates that the ‘people are owners of the authority and its source and it is practiced directly by referendum and general elections and they practice it indirectly through the legislative and executive and judicial bodies by the elected local councils.”
At the time when the Minister announced about one of the Joint Meeting Parties (JMP) leading member from Al-Dhalie governorate his application for nominating himself to the post of governor in the elections scheduled on 17 of next May, he gave the reason why the JMP boycotting the election of governors, especially in Dhalie governorate to differences between parties of the JMP on who to be nominated to election of the governor. On the boycotting in Dhalie governorate the Minister said the impasse is in the human that would deprive himself and that the boycott is useless especially that the total of what the JMP represents in the electoral staffs does not exceed 10%, but he said the boycott is part of the democratic practice. He pointed out that one of the JMP leaders in Dhalie has informed him on his intention to nominate himself to the post of the governor.
Minister Hillal said when MPs of the JMP attended and discussed, have contributed to change many articles of the law presented by the government, saying “We call on all the forces, including leaderships of the JMP to have the honour to contribute to the establishment of this experiment that is considered the first in the Arab homeland.”
In the press conference that Minister Hillal held Monday he said a woman announced he intention to nominate herself to the post of the governor in Lahj governorate. He pointed out there is no objection about a woman to nominate herself according to the constitution and the law that guarantee her the right to that. He said the decision of electing the governors was not hasty but came in pursuant to the election platform of the President of the Republic and was not under any pressure though it is the demand from any ruler to respond to demands of the street. Hallal affirmed that the elections would be held under international observation and monitoring as well as judicial supervision and announced his welcome of any local or international organisation to participate on monitoring the elections.
