By: almotamar.net - SANA'A - Sultan Al-Barakani, Assistant Secretary General of the General People's Congress, said that provincial and district governors are to be elected from among the local councilors elected by the people on the Sept 20 elections.
The GPC's government is currently making amendments to the local authority law before it is submitted to the Parliament for discussion and approval after Eid Al-Fitr holiday, Al-Barakani added.
"With his yesterday's announcement of completely conferring authorizations on the local authority, setting the term of any main official in a position at four years maximally, and establishing a board for tenders and another for combating corruption, President Ali Abdullah Saleh has knocked out corruption, dried out its springs, and embodied the provision under Article No. (4) of the Constitution that states that the people is the source and holder of authority," Al-Barakani explained.
"President Saleh's conviction is that the local authority should be elected by the people. Today, he has put things into practice, making a historical decision that represents a revolution by all means. This decision will strengthen democracy. President Saleh is the man who keeps making one achievement after another," Al-Barakani said.
He further said that the GPC is the party that is able to make changes at all times and places and that President Ali Abdullah Saleh's program will be entirely applied. "The President has got an authorization from people in Sept 20 elections. The democratic accomplishments and the building of the state of institutions has made the President more resolved to leave presidency at the end of this term satisfied with the country being stable and free of the influence of power centers but governed by the institutional conduct and the people's control," Al-Barakani added.
Authority is going to be under the supervision of millions of voters and loyalty will be drawn towards the people and NGOs, Al-Barakani said.
He called on political parties to live up to their responsibility. "Our partners in the political process are invited to go into broad horizons instead of shedding crocodile tears or delivering emotion evoking addresses. Although the elections have annihilated them, President's announcement of turning a new page gives them some significance. They should have congratulated the malign-free President instead of expressing shock."
He went on saying that the GPC is the party that led transformations and developments because it is grounded not on localism. He concluded his statement to almotamar.net by mentioning that new unlimited reforms are to be made in the future.
