In his speech delivered at the general conference of scholars in Yemen the president said "There are bloods shed and we feel pained for the killing of innocent citizens, the killing of soldiers and despite that the rebels are the ones who ignited the sedition we are against the bloodshed. I fully empower this conference of the scholars in Yemen held in Sana'a to do whatever they can to make us avoid the sedition and spare the blood." The president addressed the conference organised by the society of Yemen scholars on 15-17 of May by saying;" I would like to inform the scholars on the course of events on the national arena in general and in the governorate of Saada in particular." The president added to say in the conference, attended by Speaker of the parliament Sheikh Abdullah Bin Hussein al-Ahmar, "Maybe you are following up through the media the latest developments of events in Saada after they have started in Mran and Razamat and lately the military operations renewed in several areas of the districts of Saada. You know we have delegated many committees of mediators to those terrorist elements, including elite of scholars and many national personalities but they did not succeed and we met with scholar Mohammed al-Mansour to dispatch many messages to those elements and we sent those messages via the mediations but they did not respond to us, those elements continued to take strongholds in the mountains and farms and continued committing many operations of sabotage, crime and began blocking the roads and killing armed faces and security troops as well as citizens."

The president added that for that reason the National Defence Council held a meeting and studied what was happening in Saada and the measures that must be taken. The president mentioned that the Higher National Defence Council was informed on the course of events and mediations and messages, including the decision of pardon, adding that those stray elements did not respond to that. Thus the defence Council approved in its meeting three months ago that the state has to bear its responsibility in Saada and accepted moving military units to Saada. The president said " We tried through the former governor of Saada Yahya al-Shami to inform those elements that the campaign was coming and called them to respond to what came in the decision of the National Defence Council to go back as safe citizens to their home having all their rights and duties according to the decision that stipulates that those elements should get down of mountains and surrender their heavy and medium weapons. They are allowed if they wanted to establish a political party" the president said" There is no objection if they wanted to declare a non-racial political party in accordance with the constitutions and the law and to have a newspaper through which they express their ideas."

The president said " There is a torrent of blood for nothing but that those elements insist on continuing their evil and to say literally that 46 years passed on the revolution and now the rule should return to "us" and they accuse the state as usurper and they confirm they do not believe in democracy or freedom or press or parliamentary and presidential elections."

President Saleh went on to say "The blessed Yemeni revolution came to end tyranny and despotism of the Imamate backward and reactionary rule and by virtue of the revolution there appeared projects and expertise of development in all sectors and covered all areas of the country, science e spread and here are the young scholars from the generation of the revolution. They do not want science confined to a village or one school; they want scholars to be in all governorates of the republic."

The president asked the scholars to go to those elements and ask them about what they want, and why they shed blood. He said there are elected local councils and parliament that can be accessed through balloting boxes and there are civil society organisations "he who wants to reach to the state institutions let him come and nominate himself and contest with his platform to be elected."

On the prevention of blood shedding and inflicting harm on the economy because of this sedition. The president confirmed the importance that the scholars shoulder their responsibility for sparing bloodshed and enlightenment on the prevention of bloodshed ding and inflicting harm on the economy because of this sedition.
