Almotamar.net - The official spokesman for the panel supervising implementation of the decisions of the National Defence Council (NDC) sheikh Yasser Al-Awadhi said Wednesday a full ceasefire began since 8:00am today and the panel did nit receive any report of any violations after all had agreed last evening on a complete ceasefire.
Sheikh Al-Awadhi said the committee needs 24 hours for being certain that there is commitment to the agreement after that it will begin following up and coordination of the implementation of the second step regarding handing over weapons to the state and gunmen leaving the mountains if it was clear that no violations of ceasefire took place.
Decisions of the NDC in Yemen stipulated the halt of military operations and Abdulmalik al-Houthi and his followers commitment to the republican regime, constitution and operative laws of the country. They included the end of rebellion, implementation of the general pardon decision, and the release of prisoners except those accused in cases referred to general prosecution or those whose cases are being considered by courts, revealing fate of the missing and treatment of the wounded and handing over corpses of to their families.
The third article of the decisions stipulated return of those who were deluded to their areas. The fourth and fifth articles mentioned the state general order is spread over the region similar to the rest areas of the republic and surrender of the medium weapons and their munitions to the state.
The sixth article stipulated the respect of the freedom of opinion and expression including the right to establish a political party according to the constitution and the country's operative laws. The seventh article mentions the condition that Abdulmalik al-Houthi, Yahya al-Houthi, Abdukarim al-Houthi and Abdullah Aidha al-Razami leave to the state of Qatar on condition they will not practice any political or information activity hostile to Yemen and not to leave Qatar but after the permission of the Yemeni government.
Article nine mentions the stop of all media campaigns and acts of instigation. And the article nine stipulates that the Yemeni government reconstructs what the war caused and tackles its consequences and the state of Qatar would contribute with a fund for reconstruction of the affected areas and compensate the affected people provided that the fund will be open to contributions of Arab and friendly countries.
The final article of decisions stipulated the formation of a panel by the political leadership headed by Muhsin al-Ulfi, deputy chairman of the Shoura Council and membership of heads of parliamentary and Shoura blocs in the parliament and the Shoura Council to supervise implementation of the articles within limited hours and days.
