almotamar.net - The Minister of Civil Service Hamoud Khalid al-Soufi announced Thursday that paying increases of the second phase of the National Strategy of Wages and Salaries in Yemen is to begin the beginning of the next week to employees of 11 government institutions that completed the requirements wanted from them.

The Minister urged the other public service units to speed up finishing the requirements so that the employees are paid their due increments for the second phase of the strategy approved in the cabinet decision for 2007 regarding finishing the first stage and the executive procedures for the second stage of the strategy.

The Minister said despite the passage of more than two months since the ministry has put mechanism of implementing the cabinet decisions in this regard the number of administrative units that finished the requirements has not exceeded 11. He said delay in finishing the procedures is attributed to hesitation of leaders of many administrative units in taking decisive decisions regarding the remaining of defects from the first stage although they are limited.
Ignoring the tackling of those defects harms credibility of Yemen in implementing the national strategy of wags and salaries and the plans and programmes of administrative reform and modernisation and consequently shakes the confidence of international development partners on the government commitment to its policy after the tangible successes that partnership has achieved with the international community.

On the other hand the Minister expressed his regret that some are taking advantage of the delay in spending the increments for political purposes. He said improvement of living conditions of the employees and all the citizens is a priority issue receiving attention of President Ali Abdullah Saleh and the decision of beginning in carrying out the second stage of the wages strategy was taken in compliance with the president's directives.
