By: Nabil Abdul-Rab - SANA�A, almotamar.net � The report of the Parliament-Shoura Specialized Committee (PSSC) asserted it is important to stick to the Fife-Year Plan regarding the new governance which would create an appropriate environment for achieving development and economic growth.
Tasked with studying the third Five-Year Development Plan for 2006-2010, the PSSC recommended that employment rate be controlled, labor markets open for Yemenis in Gulf countries, technical and vocational training have priority, and that education system outputs be connected.

The report urged to prepare a national policy and strategy to improve fishing sector, review fishing legislatures and set instructions and censorship to help deter foreign ships from plundering and arbitrarily fishing in the Yemeni regional waters. It also called to support traditional fishermen and improve their abilities.

With regard to agricultural and irrigation sector, the report recommended that agricultural grain fields be surveyed to fill the gab of foodstuffs. It also called to continue preparing studies on the possibilities of sea water desalination, and direct agricultural loans to strategic crops.

The recommendations, moreover, mentioned the importance of utilizing oil and gas revenues to finance production development projects that help increase non-petroleum self resources, urging the government to complete the procedures of establishing a stock exchange in the country.

The PSSC will resume the meeting Wednesday, chaired by Abdul-Aziz Abdul-Ghani, chairman of shoura council. Prime Minister Abdul-Qader Bajammal attended the meeting as a representative of the government.
