Almotamar.net, Saba - In its weekly meeting on Tuesday , chaired by Prime Minister Dr Ali Mohammed Mujawar has continued its discussion of the level of implementation of the projects of investment programme funded by foreign loans and assistance for the year 2008 and the first half of 2009.

The cabinet also approved the draft law of seaports submitted by Minister of Transport and directed to follow up completing the constitutional procedures to issue the law.

The law aims at making a legal framework that enable the competent port authorities to carry out its responsibility in ports planning, construction, maintenance, operating, management and development and encouraging participation of private sector in providing the basic infrastructure for the ports as well as the ports services and facilities.

Moreover, the law ensures a fair competition and creates the suitable environment for competition to improve Yemen ports and their services and facilities to cope with the best level of services offered in the international ports.

The law draft includes aspects related to the seaports establishment and development, drawing their polices , national strategies and mechanisms for providing various services to vessels as well as ensuring the safety, ports protection and other legal proceedings that enhance this process.

The cabinet agreed on Tuesday on the accession of Yemen to the agreement of International Mobile Satellite Organization (IMSO) in its 2008 amended form.

The cabinet directed Transport and Parliament and Shura Council Affairs Ministers to follow up the completion of the necessary constitutional procedures required for issuing the accession law.

A note, submitted by Transport Minister, affirmed that the accession of Yemen to IMSO agreement would benefit Yemen from IMSO services in fields of Maritime telecommunications and safety.

The advantages of the agreement would help Yemen to develop its technical capacities in such areas to the appropriate levels identified by the International Convention for the Safety of Life at Sea (SOLAS) 1974 and to promote Yemen's obligation for being a side of the International Convention on Maritime Search and Rescue (SAR) 1979.
