Almotamar.net - The parties of the National Democratic Alliance (NDA) in Yemen have said Sunday that the dialogue should be a field for of contest between capabilities of the political forces with ideas and visions on the ways of developing the democratic process, consolidation of the bases of the pluralist political system and development of partnership among sons ands and currents of the Yemen homeland and not to make the democratic process, of which elections represent its essence, inoperative.

The NDA parties have expressed their regret that the Joint Meeting Parties (JMP) have not been able to express visions and stances identical to needs of the constitutional right and some of its parties remained dictating their own conditions and subjugate direction of the dialogue to their own agendas aimed at dismantling all sources of legitimacy via consuming time and emptying the dialogue from any content along with refusal of every measure or steps towards commitment to the democratic process and holding elections.

The NDA parties have emphasized that they would relinquish the commitment to the democratic process, the basis of which is holding the elections on their schedule date as they are considered one of the pillars of stability and source of the political legitimacy and the groundwork for the people�s support.

In its statement issued on Sunday , the NDA said the sensitivity of the historical moment puts on its shoulder the task of facing the coup projects , as it does not accept rebellion from any party or parties of the democratic process and it would not permit the happening of corrosion in foundations of the constitutional legitimacy , and depending , after God, on the people and , the good forces and its allies of the democratic and international forces in holding free , honest transparent and legal elections.

The statement added that the General People�s Congress (GPC) and its allies have emphasized their commitment to the dialogue under the umbrella of the political democratic system , that the opposition represents part of this system , and exerted all attempts and exhausted all possible efforts for reaching the agreement that realises the higher interest of the homeland , but the GPC and the NDA and out of their keenness on the national interest , the pluralist democratic experience and the constitutional and legal rights , find themselves committed to go ahead in holding the parliamentary elections in its scheduled date and to resort to the will of the people in free, honest and transparent voting and call all to take part in those elections.

Parties of the NDA have also called on all international and local organisations to participate in observation of the parliamentary elections and at the same time these parties would remain open to the dialogue and extend their hand to the serious and responsible dialogue that serves the interest f the homeland , whether before or during or after the elections.

The parties of he NDA also emphasize their commitment to all that leading to commitment to the democratic process, respect of constitution and the law, preservation of the national constants and not violating them.

The parties of the NDA have called on the parties of the JMP to commit to what has been included in February 2009 agreement without delay and to go ahead for implementing its articles , atop of which is holding the parliamentary elections and coming out of the current situation.

They said, and for realizing hat suggestions have been given by President Ali Abdullah Saleh through the 4-member committee formed by the President, out of his keenness on success of the dialogue and reaching with it to what achieves its purposes. The President�s suggestions are:

-approval of the constitutional amendments agreed on in elections and voted on them article by article in the parliament where there was observation of remarks presented by the European Union team for overseeing the presidential and local elections, or to work according to the present law and the reformation of the supreme commission for elections and referendum so that to move towards holding the parliamentary elections on their fixed date.
-formation of a national unity government to undertake running the parliamentary elections and readiness for forming a national unity government after holding the elections, regardless of results of the elections.
-continuing in the process of the national dialogue on the issues included in February agreement and according to the determinants of 17 July 2010 agreement , signed by the GPC and its allies and the JMP and its partners to reach at the national agreement and understanding which serves the higher interest of the homeland.

But those proposals have not been accepted by the parties of the JMP aiming at hindering the elections and reaching a stage of a constitutional vacuum, the statement of the NDA added. The parties of the NDA and with them the people would not accept that stance because it implies dangers threatening safety of the homeland.

Nevertheless, the GPC , and out of the confidence granted to it by the people , has to shoulder the constitutional and legal responsibility in administration of the country and holding the elections in their scheduled date as the are constitutional and national right concerns all sons of the people rather than the parties.
