Almotamar.net - The UN Security Council (UNSC) on Wednesday reaffirmed the need for the "full and timely" implementation of the political transition in Yemen, following the comprehensive National Dialogue Conference, and established a sanctions regime against spoilers.

Acting unanimously and under Chapter VII of the UN Charter, the Council said the implementation of the transition should be "in line with the GCC Initiative and Implementation Mechanism," and with conformity with the expectations of the Yemeni people.

The Council also established for one year an asset freeze and travel ban against peace spoilers and human rights abusers, a Sanctions Committee to designate them and monitor the sanctions, and a four-member Panel of Experts that would help the Committee carry out its mandate.

The Council affirmed that it shall keep the situation in Yemen under continuous review and be prepared to review the appropriateness of the sanctions, including their "strengthening, modification, suspension or lifting, as may be needed at any time in light of developments."

The Council commended the engagement of the Gulf Cooperation Council (GCC) in assisting the political transition in Yemen, and welcomed the outcomes of the comprehensive National Dialogue Conference whose decisions provide a road map for a continued Yemeni led democratic transition.

It emphasized the "need for continued progress" in the implementation of the GCC Initiative and Implementation Mechanism "to avoid further deterioration of the humanitarian and security situation in Yemen." It welcomed the recent progress made in the political transition in Yemen and expressed strong support for completing the next steps, including the drafting of a new constitution, the adoption of a new electoral law, the holding of general elections and the transition of the structure of the state from unitary to federal.

In this regard, it called upon the Hiraak Southern movement, the Houthi movement and others to constructively participate and to reject the use of violence to achieve political aims.

It condemned the "growing" number of attacks carried out or sponsored by Al-Qaida in the Arabian Peninsula, and reiterated its readiness to sanction further individuals and groups who do not cut off all ties to Al-Qaida and associated groups.

It called upon donors and regional organisations to fully disburse the pledges they made at the Riyadh Donor Conference in September 2012, and encouraged the international community to continue providing humanitarian assistance to Yemen.

It requested the Secretary-General to continue his good offices role, noted with appreciation the work of his Special Adviser, Jamal Benomar, and stressed the importance of their close co-ordination with international partners, including the GCC and other actors, in order to contribute to the successful transition in Yemen.
