The presidential directives were depending on reports submitted by committees branched from the Higher Committee of prisons chaired by Judge Issam al-Sammawi, Chairman of the Higher Judicial Council, following field visits by the committees to prisons in the governorates inspecting conditions of prisons and prisoners
