The report which almotamar.net received a copy of it praised efforts of civil service in ridding of a large number of illusionary jobs and cases of double jobs.

The report on assessing development policy I Yemen, the WB to inaugurate next Saturday, mentioned that independence of the central apparatus for audition and accountability has improved, passing of a new law on financial obligations of government officials, in addition to that there is a new law on fighting corruption under legislation and it is identical to international criteria.
The report also praised reforms concerning enhancement of judiciary independence, pointing to the efforts implemented for improving the judicial apparatus infrastructure and the president of the republic's departure from the post of chairman of the Higher Judiciary Council.

The report added that despite that the judicial apparatus of Yemen has lately gained more independence under the programme of national reform for 2006 judges and administration personnel are still suffering from poor training and courts are lacking infrastructure for archiving the cases and retrieving them from archives with efficiency and speed. H report said providing training, computers, and programmes for managing information in addition to other resources for judges and the staff would lead to lessen accumulation of delayed cases and speeds up finishing new cases

Nevertheless the report called on the government of Yemen to complete reforms in civil service sectors in order to create big financial savings and building effective administrative machinery.

The WB report also called for providing alternative mechanisms for solving disputes such as negotiations and arbitration as alternative to courts that would lead to alleviate costs of courts in addition to establishment of courts specialised in considering small cases.

The report mentioned that the Yemeni government is following the right course through its initiatives to replace the present law of cadastre although that the draft law still contains weakness points that can be amended to get an effective cadastre.
