almotamar.net - A source at the Local Administration Ministry said Friday the Minister Abdulqader Ali Hilal instructed for setting up legal committee to crystallize what is contained in the draft constitutional amendments proposed by President Ali Abdullah Saleh with respect to local rule in Yemen.

Local Administration Undersecretary for the local finance and monitoring sector Amin Mohammed Ali al-Maqtari told almotamar.net the legal committee is to draw up the breadlines the president's initiative contained in a form compatible with the volume of the big change as it is an unprecedented and high-level step at both local and Arab levels.

He affirmed that local rule is different from local administration. The first means the transfer of large portion of the three powers specializations to governorates and districts whereas the local administration means the transfer of part of the function of the executive authority and there are administrative and legal powers as the administrative units are smaller governments.

Al-Maqtari also told almotamar.net the committee would design the detailed lines of the initiative and clarify the powers in agreement with the prime minister and the competent sides in order to speed up translation of the change in the field of the local authority.

Other committees from ministries pf local administration, finance and planning and international cooperation are also to study what concerns taxes, governorates revenues, revenues from the state, local police force and determining the relationship of the administrative units with the central authority. He added there are amendments to be made on the law of local authority which the ministry has finished preparation and put it for discussion and dialogue with the political forces and organisations of the civil society in the manner harmonious with the change to the local rule.
