almotamar.net - Members of Yemeni parliament on Friday said the president's latest initiative for the development of the political system in Yemen clearly determine the responsibilities and holds the president of the republic fully responsible for the executive power along with the central authority would not interfere with the local authority.

MP Nbil al-Basha said the initiative was not a surprise one as the General People's Congress (GPC) parliamentary and local as well as presidential elections programmes since 1997 have been gradually submitting the ideas included in the initiative particularly the GPC's programme for the presidency and the local elections in September last year, he added that most of the Yemenis accepted the initiative beforehand by giving their confidence to the programme of the GPC for presidency and despite of that president Ali Abdullah Saleh has expressed readiness of the GPC for dialogue our of keenness on engaging the different forces in this action away from individuality of the majority.

MP Awadh al-Saqtari considered the initiative a daring step aiming at reforming the political system in the way leading to activate it inside the society. And MP Mansour al-Shahri says the initiative proceeds from a political experience and experiment the president enjoys and the Yemeni people know him as always take the initiative for what is in interest for the people.

On the initiative indication of the system shifting to the full presidential system Al-Basha points out the impact of that on what some repeated in previous years about vagueness of the political system and absence of responsibility, affirming that the full presidential regime means holding the president of the republic fully responsible for the administration of the executive power and formation of his governmental team in which he perceives to have the required ability to carry out his programme.
Al-Shahari adds that the presidential system overcomes the problematic of disharmony of powers and responsibilities let alone easiness in running affairs of the country without indulging in political intrigues among the partisan blocs and also avoids what the coalition governments create of political crises resulting from one party's non-gaining a parliamentary majority enabling it to form the government alone.

MP al-Saqtari on his part indicated that the presidential system is suitable fir the attitude of Yemen and it puts responsibility directly on the president of the republic to be in charge of managing the presidential and governmental establishment.

Concerning the bicameral system mentioned in the president's initiative added that the two legislative chambers was mentioned in the president's platform for the elections of last September and this system aims at expanding participation in legislation and watching while taking into consideration of the governorate equality in representation in the second chamber, i.e. the shoura council.

On development of the local experiment included in the initiative al-Basha said transferring from the local authority to the local rule meets ambitions of all in expanding powers of the local leaderships and election of heads of administrative units in the governorates and districts and keeps the central authority away from the local authority and that is a treatment of a standing problem resulting from subservience of governorates' executive offices to the central authority and among the new things is the formation of local police force.

On the same point al-Saqtari affirms that the local rule leads to expansion of participation in shouldering the responsibility of leading the process of allocation of financial revenues for the service of development. Al-Shahari ads to that the local rule exceeds the narrow tendency of regions and goes ahead towards the national participation in the process of construction.
