In a seminar today, organised in Sana'a by the institute for civil society organisations he called to learn how to manage expenditures in the state budget, calling the attention that the parliament is the link between the organisations and the budget expenditures.

The NDI Director of Parliament Programme Abdulmuen Arran presented an introduction on the budget, talking on functions of members of parliament in legislation, representation and monitoring performance of the government and the public property.

He pointed out the factors assisting the parliament with regard to watching the budget, such as the transparent political mobility and information, the role of its committees, timing the budget project, the qualified cadre and the analytical capability of the parliamentarians regarding the legal, political and technical sides.

On his part the advisor at the parliament Salem Bin Talib said the budget of the state is prepared away from the five-year plans in addition to differences between approved appropriations in the budget and what is implemented, as confirmed in the final accounts of the state.

Also talked in the seminar on the parliament roe in the budget process were the academic Abdullah Mashmous and MP Abdulkarim Shayban. After that the academics, MPs and media men participating in the seminar discussed issues related to the budget of 2008.
