At the outset of the conference Dr Wisssam Saada from Saint Yousuf University in Beirut delivered a speech on nature of political systems and their knowledge and theoretical precepts, their privileges and defects of each system and mechanism for developing those systems over decades of time.

He pointed out the necessity of separation between the three powers and said power limits power. The legislative power always limits the executive power so that to be upright in its function.

On the other hand former chairman of Yemeni journalists Abdulbari Tahir presented to the meeting a working paper on the role of the media, calling for providing the opportunity for ownership of audiovisual media instruments. He said under weakness of the public opinion and political opposition the press, especially of the private sector has to play the role of heroism in challenging corruption and crating a changing and effective public opinion boosting the political pluralism.

Head of Political Sciences Department at Sana'a University Dr Mohammed Hussein al-Dhahiri presented a working paper on the political system and the tribe and the relation of mutual influence in the society and the state. He said the political system is not just constitutional rules and official organisations and rather the most important of its components is the existence of ruling elites, cultural and political official establishments and policies and measures, the political system is a reflection of the environment where it exists.

Dr al-Dhahiri considered study of the peculiarity of the concept of the state and the tribe in Yemen as a programmed necessity and that the characteristic of the Yemeni state is represented by its growth and the nature of its political systems.
