Almotamar.net, Saba - In its regular meeting Tuesday the cabinet, chaired by Prime Minister Ali Mohammed Mujawar, has agreed on the republican draft decree, presented by the interior ministry on establishing state administration for refugee affairs.
The government also discussed interior minister's report on security situations across the country, especially developments concerning kidnapping and killing two German citizens and a Korean as well as fate of six other kidnapped still missing in Sa'ada.

The cabinet was briefed on measures taken by security forces on this regard to arrest criminals and showing them to public opinion to be then presented to justices. The cabinet then renewed its strong denunciation of this atrocious crime contradicting Yemeni society's traditions.

The cabinet reviewed weekly report of state minister to Shoura and Parliament affairs on the ongoing constitutional measures concerning the government's activities during the past three days. The report includes draft laws and reports of the permanent committees which discussed by the parliament.

On the other hand the cabinet approved the executive programme for higher education and scientific research between the governments of Yemen and Iraq for the period 2009-2012.

The programme includes cooperation in fields of joint supervision on programmes of higher studies and exchange of visiting professors and scientists, books, scientific references, theses and publications in addition to mutual participation in scientific and cultural activities as well as exchange of educational and academic scholarships.

The cabinet agreed on treaty of educational cooperation between education ministries of Yemen and China for the period 2009-2011.

The treaty stipulates on exchanging scholarships between Yemen and China. It includes cooperation in fields of scientific research and bringing professors to teach in the universities in the two countries. This includes supporting education in field of computer.

The treaty includes exchanging information and researches in different fields including cooperation in field of vocational and industrial education and other fields enhancing cooperation relations in educational field.

The cabinet approved a memo of understanding in field of higher education singed between the governments of Yemen and Malaysia and equating academic certifications.

According to the memo, cadres teachers, trainees, experts and teachers in higher education institution as well as information on higher education system and structures, new technical and educational reforms, training cadre and other educational benefits.

The council that emphasised on making use of these documents, directed concerned ministers to complete legal measures concerning the treaty and the memo.
